Definition of "Mandatory Security Valuation Reserve (MSVR)"

A liability account established by the National Association of Insurance Commissioners (NAIC) for valuing stocks and bonds for reserving purposes. The objective of this reserve is to minimize changes to surplus due to market fluctuations through incremental increases in the MSVR as capital gains are realized during the year.
